There are a lot of web hosts these days that offers cheap web hosting with outstanding uptime. Although most of the web hosts do offer an outstanding uptime statistics, they don't tell you what's the CPU Limit or Usage you can use.
I myself have tried many different hosts and read their terms of service word by word and 100% of the time, web hosts can terminate your account without any prior notice if you are using *too much* CPU resources. The problem with *too much* is that its very subjective and there is no way of knowing what is the actual limit.
